- The Retained Management Function (RMF) sits with the Information and Digital Directorate (IDD) and will be a dedicated cross-partner (FCDO and British Council) client function with three core areas of focus:
- Network Service Integrator (NSI) & Dynamic Purchasing System (DPS) Governance & Assurance, brokering partner engagement.
- General Service Management
- Purchasing and Management of Internet Circuits (DPS)
- The RMF will act as the Authority for the Network Service Integrator (NSI) at contract framework level and where appropriate it act with delegated authority from the partners at contract call off level; It will be responsible for orchestrating the governance model including organising, chairing and providing minutes for the majority of formal meetings and boards
- The Job Title for the role is Dynamic Purchasing System Analyst (DPS)
- The DPS analyst will be responsible for the day-to-day running of the DPS. This will involve running the end-to-end process of purchasing internet circuits, and liaising with suppliers and FCDO/British Council posts.
The FCDO is a reserved department, meaning all new recruitment into the department is reserved for British nationals only. You must meet the following criteria in order to be eligible for this role.
(i) you are a British citizen;
(ii) you have resided in the United Kingdom for at least two of the previous ten years immediately prior to your application, at least one year of which must have been a consecutive twelve-month period, unless you have served overseas with HM Forces or in some other official capacity as a representative of Her Majesty's Government, or have lived overseas as a result of your parents' or partner's and government employment. A lack of sufficient background information may preclude you from being granted security clearance.
Person specification
- You will be responsible for:
- On-boarding new suppliers onto the DPS
- Running mini-competitions for the provision of new internet circuits
- Maintaining knowledge of the market in the territories where the DPS is active
- Marketing the DPS to suppliers
- Maintaining the DPS
- Supplier off-boarding
- Assist in governance activities
- Overseeing the install process once internet circuits are procured.
- Identifying, documenting, and implementing Continual Service Improvement opportunities
- We are looking for someone who can:
- Prioritise the most important or highest value tasks while managing complex internal and external dependencies
- Use data to inform planning, removing blockers or impediments that affect plans, develop plans for difficult situations
- Act as the point of contact for contracted suppliers and understand appropriate internal contacts and processes within the organisation, knowing when to bring in third parties to projects
- identify and suggest opportunities for improvement in both current and developing processes including effective reporting, approvals and record-keeping
- Support effective budget management and monitor projected budgets against expenditure
- Build relationships and trust among stakeholders and colleagues across teams, including senior leaders, technical and service management teams and third party supplier
- You must be able to demonstrate the skills and experience of the Delivery Manager role as detailed in the DDaT Profession Capability Framework

- **The salary range from £43,300 to £46,400. The total package (depending on location) for this role at SEO is a maximum of £46,400 per annum, depending on demonstration of skills, competence and experience. This figure includes a non-pensionable, non-consolidated Location Allowance of £5,000.
