The National Data Strategy identifies the need -and the opportunity -for government to make better use of its own data. The strategy calls out the Integrated Data Programme which delivers the Integrated Data Service as a means of meeting this goal.
The Programme Director is responsible and accountable for the delivery of this new Service and for oversight and successful transition of the existing Secure Research Service, ONS' current trusted research environment (TRE) that gives accredited or approved researchers secure access to de-identified, unpublished data to work on research projects for the public good.
You will lead the delivery for this widely anticipated programme which is represented on the Government Major Projects Portfolio and you will lead the Directorate within the Data Capability Group whilst being expected to play a full senior role within ONS's wider departmental strategy.
You will also be accountable for the delivery of the ONS contributions to the overarching priority of improving the use of government data. This includes overall responsibility for the existing Secure Research Service (SRS) including its transition, and the partnership with Health Data Research UK (HDR UK). These activities are critical to delivering the cross-cutting analytical platform for government and beyond. A valuable element to the ONS delivery is providing access to users external to government such as researchers, local government, academics and think tanks. At the centre of the integrated data strategy is working in partnership with other providers of analysis and analytical platforms, to ensure the broadest use and access to linked data.
You will reach right across government in this high-profile role with a need to build confidence and credibility with senior ministers, officials and with key external stakeholders, using your excellent judgement to form key relationships vital to the programmes' success. It requires an ability to form alliances and influence strategies across government to align data initiatives in other departments such as the Central Digital and Data Office (CDDO), the Government Digital Service (GDS), Department for Culture, Media and Sport (DCMS), devolved administrations, and the
government-wide analytical function to build support and ensure the delivery of the overall objectives.
