    T-Rex Solutions is seeking to hire a qualified Operations Research Systems Analyst to support our DISA JITC TEC II program. This is a brand new effort to support DISA's mission to conduct DODIN operations for the joint warfighter to enable lethality across all warfighting domains in defense of our Nation. DISA provides, operates, and assures command and control and information-sharing capabilities and a globally accessible enterprise information infrastructure in direct support to joint warfighters, national level leaders, and other mission and coalition partners across the full spectrum of military operations.

    The Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) program is a new effort to provide technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced IT/National Security System capabilities.

    Responsibilities:

    • Formulate and apply mathematical modeling, simulation, statistical design, and other optimizing methods using various software packages that have direct application to the T&E of C5ISR, AIS, and IT/NSS.
    • Acts as an expert in the application of Design of Experiment (DoE) Science Based Test Design (SBTD) to T&E disciplines in order to provide valuable tactical, operational, and strategic information to key program stakeholders, senior leaders and decision-makers of the SUT.
    • Routinely meet with customer command group technical teams and other senior management to help ensure that their DoD customer testing programs/projects have testing methodologies that have been considered for integration of various SBTD procedures and processes including DoE, various operations research techniques, and statistical rigor designed for IT testing, and regression techniques.
    • Incorporate various DoE SBTD techniques and other statistical and analytical methods into C5ISR, AIS, and IT/NSS Test and Evaluation Master Plans (TEMPs) and other various test-planning documents.
    • Provide analysis and must be able to interpret SBTD results with respect to the overall system operational effectiveness and operational suitability.
    • Identify, develop, and analyze technical and operational metrics to quantify effectiveness of operations to support the objectives and effects outlined in the T&E plan, including task and effects assessments.
    • Assist test teams during test planning, test execution, data analysis, and formal report development.
    • Provide expertise for defining problems, developing the analysis plan, gathering and reviewing data, constructing the model(s), testing and evaluation, analyzing the results, developing insights, and documenting the results.
    • Recommend and implement processes that support quantitative and qualitative analysis, as appropriate.

    Requirements:

    • Requires a Doctorate and at least 4 years of experience OR a Master's Degree and 10+ years of experience OR a Bachelor’s Degree in Information Technology or related field and 16+ years of professional experience
    • Must have an Active Secret security clearance
    • Ability to assist a team in the development/production of OT&E products and documents (E.g. Test Concept Briefs (TCB), Data Source Matrix (DSM), Test Plans, Quick Look Reports (QLR) and Final Report Memorandum) that clearly articulates the OT&E results and findings.
    • Ability to prioritize and execute tasks within restricted timeframes.
    • Good organizational skills and detail-oriented mindset.
    • Able to work independently or as part of a team, self-motivated, proactive team player.
    • Excellent communication (oral and written) and critical thinking skills.
    • Must be adept at problem solving, identifying risk, and communicating results and recommendations to the task lead and project manager.

    Desired Skills

    • Relevant Government or industry training such as: DAWIA Test and Evaluation Level 1/2/3 certification, ENG Level 1/2/3 certifications or CTEP certification.

    In compliance with pay transparency guidelines, the annual base salary range for this position is $110,000 - $132,500. Please note that the salary information is a general guideline only. T-Rex considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s work experience, education/training, key skills, internal peer equity, as well as market and business considerations when extending an offer.
