    Duties
    As a Regional manager, Geomatic Services, you will be responsible of:

    Oversees and manages the regional Geomatics Services unit within the Professional and Technical Services (PTS) organization, which includes professional and technical staff and a regional program of optional common services on a fee-for-service basis and a central service provider in matters of geomatics.

    Provides leadership for the development of regional strategies and plans for the delivery of geomatics services to clients to meet their needs and time, cost and quality requirements.

    Develops and maintains strategic communication links and working relationships with real property teams and Centres of Expertise (COEs) within PTS, as well as with other PWGSC employees, clients, other federal departments and agencies, other levels of government, industry and professional associations.

    In the course of managing the Geomatics Services unit, provides professional, technical and strategic advice and expertise as well as products and services in order to provide support for internal and external clients in the effective and consistent management of land transactions.

    Provides direction, interpretations and professional advice for clients and acts as an expert witness in court cases with respect to issues such as land tenure, property titles and boundaries, survey evidence and contract disputes, and the interpretation of statutes, regulations and industry practices.

    Develops strategies for recruiting professional services providers and consultants; plans and develops performance standards; and plans, develops and provides direction for the contracting activities of various Geomatics Services business lines.

    Participates in national level geomatics committees and oversees the regional implementation of national policies, standards, procedures, best practices, quality assurance programs and risk management frameworks in order to promote the sound administration of geomatics business lines in accordance with the Department’s mandate and objectives.

    Represents the region and promotes departmental products and services to attract and retain clients.

    EDUCATION

    Graduation with a degree from a recognized university with acceptable specialization in land survey theory and practice or other related field such as geomatics.

    Degree equivalency

    EXPERIENCE

    Extensive experience* in managing a work unit in terms of human and financial resources or experience in managing project teams.

    Extensive experience* in planning and managing geomatic product development and in delivering geomatic services.

    Experience in providing client organizations and senior management with strategic and technical advice on issues related to surveying and the management of spatial and geospatial data.

    *”Extensive experience” is defined as approximately two (2) continuous years of work experience within the past ten (10) years in the relevant field of expertise.

    ASSET QUALIFICATIONS

    EDUCATION

    Has taken postgraduate courses or holds a postgraduate degree in a field related to the responsibilities of the position.

    Degree equivalency

    OCCUPATIONAL CERTIFICATION

    Has a Canada Lands Surveyors’ Commission.

    Eligibility for a Land Surveyor Commission in Canada.

    Be a member in good standing of the Ordre des arpenteur(e)s-géomètres du Québec.

    EXPERIENCE

    Experience in developing policies, standards, methods and best practices for the development of geomatic products and the delivery of geomatic services.

    Experience in developing and implementing supply strategies to obtain advisory services in surveying and spatial data management.

    Experience in implementing information management policies and practices as they relate to spatial databases for real property.

    Experience in delivering real property services: building area measurement, Geographic Information Systems, civil engineering surveys or drawings by computer-aided design.
